BRAZIL UPDATE: Why the Absolute Disdain By Lula and Moraes for Bolsonaro & Paulo Figueiredo?
In a country where you are assumed guilty and must prove your innocence, then free speech and free press are the first things to be under attack (up to 21 July 2025)
Why Brazil Matters
Brazil is THE largest nation of Central and South America and is the richest in multiple resources, including rare metals - its resources are wanted globally, and currently, Lula is prepared to hand much of that over to China. This means a threat to national security to every nation in the Western Hemisphere.
As this is an ongoing story and will be for quite a while, updates will be published separately with links to such added at the end of this post.
Preface
By Bolsonaro, we mean the family - neither Lula nor Moraes is about to stop with their attacks on Jair and his son Eduardo…
This post will serve as a reference point to collect past and present events in the relations between the non-free world of Brazil and the free world, so our followers and visitors can get a handle on how things became what they are today.
As with any Progressive leaders, the word ‘democracy’ and the phrase ‘to protect the democracy’ are flat out false in the true sense of what democracy is.
Nearly every Progressive country in Central and South America is currently Socialist.
El Salvador and Argentina have escaped being caught in such a quandary; others, like Paraguay, are following suit.
Socialism is one step away from communism, making it easy for the likes of China to make that flip in any country they so deem; they don’t even have to be present within the country.
When it comes to the relations between Brazil and the U.S., one permits free expression at home and elsewhere, the other wants to control free expression at home and elsewhere.
With any such relation, there will be a clash, especially when human rights are being ignored.
There is an added issue - whenever anyone in Brazil levies charges against another, whether another Brazilian at home or abroad, the accused is automatically considered guilty, and they must prove their innocence.
You can only imagine just how many people have lost their cases due to such a bent position.
Brazil In A Nutshell
About those tariffs - most, even Brazilians, are unaware there is already a tariff on incoming goods and services in Brazil that starts at 160% and I have personally seen as high as 3000% - the 160% is composed of a tariff of 100% while the 60% are the federal and state taxes to be paid.
Anything above 160% is all tariffs.
As of May 2025, many online stores are now offering more imported goods than they did before, minimizing the number of items that a tariff-free. As a result, nearly 70% of all online goods have doubled overnight.
There are Brazilian economic reports that say the economy is growing - the question remains, is it growing because of the additional weight of tariffs? Or is it growing from larger quantities of goods being purchased?
I HIGHLY doubt it is the second, as no one in Brazil - save politicians - has seen a healthy increase in their paycheck (7.5% of the workforce works for the Brazilian government, either national or state).
Most Brazilians live quite economically, as the cost of one product in Brazil is the equivalent cost of 2.5 to 10 units of the same in the U.S. - they simply cannot afford to buy anything but what is necessary and most economical (cheap would be a compliment to some of the products).
The motto for Brazil is ‘Progresso e Ordem’ (Progress and Order), which expresses the ways of Brazil (Progress), but to what ends (Order) seems to be up to whoever is in office at the time.
Currently, that would be Lula, whose name translates from Portuguese to English as “squid”; if you know the nature of the mollusc, then you know half of what you need about Lula.
The other half you need to know is that he is an avid lover of Fidel Castro - someone who could do no wrong in his eyes.
He maintains a tight relationship with China and President Xi Jinping, not so much with Russia and President Putin, due to Lula’s disdain for Russia’s war with Ukraine.
His favoritism towards China, however, is allowing Xi to carry out whatever he so desires in the relationship, leaving the people of Brazil to be puppets of Xi’s desires.
You do need to know that there a several Brazilians finding themselves in the cross-hairs of the disdain of Lula and Moraes, most of them have gone into self-exile to avoid a career-killing control by the government and worse, incarceration.
A partial list includes…
Eduardo Bolsonaro - Brazilian Congressman, lawyer, federal police officer, and son of President Jair Bolsonaro. In March 2025, he stepped down as Deputyman and sought asylum in the U.S., after claiming the Moraes began considering the process to revoke his passport. Per Moraes, Eduardo tried to intervene in the case involving his father in regards to the fake news of a 2022 Brazilian coup plot.
Allan dos Santos - In 2020, pretty much the same happened to Allan as to Paulo Figueiredo. Allan arrived in Central Florida the same year. Separated from his family, they joined him in 2023 after much aggravation from the Brazilian government. Allan has been running his program Terça Livre (Free Tuesdays) out of Florida since 2020.
Paulo Figueiredo - Paulo Figueiredo was Brazil’s most popular journalist and economist until, in 2022, the Brazilian Supreme Court, more precisely Moraes, censored his reporting, canceled his passport, froze his bank accounts, and suspended his social media. He is the grandson of João Figueiredo, the 30th President of Brazil, who governed from 1979 to 1985. Paulo runs his program from Florida after self-exiling sometime between 2022 and May 2025.
Ludmila Lins Grilo - Teacher, writer, judge. removed from office by force (Moraes). Profile censored by the Supreme Court, now lives in the USA.
There are others to be listed; an update will be provided once we have their names and biographies. The U.S. isn’t the only destination; at least 200 Brazilians have self-exiled to Argentina.
A growing number of Brazilians are emigrating due to factors like high levels of violence, unemployment, inflation, and disillusionment.
In 2021, 17% of Brazilians who traveled abroad did not return, a record high
As of 2016, 3 million Brazilians lived abroad, a figure that has increased since then
Portugal and the United States are popular destinations, with an estimated half a million Brazilians living in Portugal alone
Many high-skilled workers, executives, and entrepreneurs are considering leaving, some due to the possibility of working remotely
While most emigrants are not wealthy, the poorest Brazilians often cannot afford to leave the country

“There will not be a single millimeter of concession,” say U.S. officials to Brazilian journalist persecuted by the government, Paulo Figueiredo
Eduardo Bolsonaro and Paulo Figueiredo claimed they participated in a meeting with eight high-ranking members of U.S. diplomacy responsible for Brazil-related matters.
According to Paulo, all representatives of the U.S. government were unanimous in stating that “there will not be a single millimeter of concession unless Brazil makes the first move.”
Paulo Figueiredo stated that he and Eduardo presented U.S. officials with both the response of Brazil’s National Congress and the Supreme Federal Court (STF) to the tariff hike, and that they even conducted a video call with former president Jair Bolsonaro during the meeting.
He also explained that they attempted to persuade U.S. authorities to replace the tariffs with direct sanctions against certain individuals (without naming them), but were told the matter is being handled personally by Trump and that the decisions are his alone.
Figueiredo added that it’s unrealistic to expect them to influence Trump in any way when, in Brazil:
Supreme Court Justice Alexandre de Moraes blocks Rumble
Moraes issues orders against an American citizen, such as Gazeta do Povo journalist Rodrigo Constantino
The week after Trump’s statement, Prosecutor General Paulo Gonet moves up the timeline and issues final arguments against Jair Bolsonaro, similar to the accusations once made against Trump
Supreme Court Justice Luís Roberto Barroso sends a letter claiming Trump does not understand reality and asserting that he (Barroso) saved democracy in Brazil

Brazilian President Luiz Inácio Lula da Silva (PT) told CNN International that if Donald Trump were Brazilian, he would also be on trial - and possibly even imprisoned …
"I would like to say something to the American people. If Trump were Brazilian, and if he had done what happened at the Capitol, he would also be on trial in Brazil and possibly...
“He would have violated the Constitution and, according to the justice system, he could also be imprisoned...
“If all of that had happened in Brazil."
Our note: This statement is weak on oh-so-many levels.
Trump is as Brazilian as Lula and Moraes are American -
hence, Lula is blowing smoke to look good to his friends and
trying to get those who hate Trump to agree with his shallow reasoning.
It’s important to note that there is a TV monitor in the White House Press Secretary’s room that constantly displays several news networks, including CNN.
As a result, Lula’s statement could be interpreted by Trump’s team as a signal of the Brazilian president’s intent to imprison former president Jair Bolsonaro.

The White House Press Secretary responded to Brazilian President Luiz Inácio Lula da Silva’s (PT) statement, contradicting his claim that Donald Trump “wants to be emperor of the world” …
“Certainly, the president (Trump) is not trying to be the emperor of the world. He is a strong president for the United States, and he is also the leader of the free world, and we’ve seen a major shift across the globe due to this president’s strong leadership.
“Regarding Brazil, the president sent a letter to Brazil announcing his new tariff rates. He also directed our U.S. Trade Representative to initiate an investigation into Brazil under Section 301 of the 1974 Trade Act, created to address foreign practices that are harming U.S. trade. We know that for years Brazil’s digital regulations and weak IP protections have hurt U.S. technology and innovative companies. Their tolerance of illegal deforestation and other environmental practices puts American product manufacturers, farmers, and ranchers — who follow higher environmental standards — at a competitive disadvantage.
“This president always acts in the best interest of the American people and of the United States, and he will continue to do so.”

URGENT: U.S. President Donald Trump released an open letter to former Brazilian President Jair Bolsonaro, stating that his trial must be halted immediately.
Read the full letter here:
"Dear Mr. Bolsonaro:
“I have seen the terrible treatment you are receiving at the hands of an unjust system turned against you. This trial should end immediately! I am not surprised to see you leading in the polls; you were a highly respected and strong leader who served your country well.
“I share your commitment to listening to the voice of the people and I am very concerned about the attacks on free speech- both in Brazil and in the United States -coming out of the current government. I have strongly voiced my disapproval both publicly and through our Tariff policy. It is my sincere hope that the Government of Brazil changes course, stops attacking political opponents, and ends their ridiculous censorship regime. I will be watching closely.
“Sincerely.
”DONALD J. TRUMP

President Luiz Inácio Lula da Silva (PT) declared that the United States is engaging in "unacceptable blackmail in the form of threats to Brazilian institutions."
The statement was made during a national address.
According to the leftist president, the U.S. is threatening Brazilian institutions.
On this matter, he emphasized that, in Brazil, the judiciary is independent and that the country respects "due legal process, the principles of presumption of innocence, adversarial proceedings, and broad defense rights."
For that reason, he stated that "attempting to interfere with Brazilian justice is a serious affront to national sovereignty."
In his speech, Lula also said that the operations of Big Tech companies in Brazil are a matter of national sovereignty.
According to him, requiring them to comply with the country’s laws helps protect Brazilian families from people who, among other practices, "attack democracy" and "undermine trust in the effectiveness of vaccines."
On the issue of economic warfare, the president said Brazil will fight back using all legal tools available, "from appeals to the World Trade Organization (WTO) to the Reciprocity Law approved by the National Congress."

Brazilian Foreign Minister Mauro Vieira stated that the threat of sanctions made by NATO Secretary-General Mark Rutte against Brazil is "completely unfounded."
Rutte had warned that Russia’s trade partners could be affected by secondary U.S. tariffs aimed at Moscow.
Vieira emphasized that Brazil has no intention of engaging in dialogue with the alliance.
“Dialogue with NATO? No. We are not part of it.
“NATO, let’s be clear: it is a military organization, the North Atlantic Treaty Organization.
“Brazil is not a member, nor are the other 2 countries mentioned by the Secretary-General.
“I find his statement completely unfounded, out of place, and beyond his area of competence. He should be focused on military alliance matters.
“Perhaps he is misinformed, unaware that it is a military organization with no commercial reach.
“Especially because, if that were the case, NATO member states that are also part of the European Union — and that trade with Russia and purchase large amounts of oil and gas — would also have to be sanctioned!"

URGENT: Former president Jair Bolsonaro (PL) was targeted by search and seizure warrants carried out at his residence and at the headquarters of the PL party in Brasília.
The warrants were issued by Supreme Federal Court (STF) Justice Alexandre de Moraes.
Among the precautionary measures imposed by Moraes are
the use of an electronic ankle monitor
nighttime curfew (7 pm to 7 am)
prohibition on using social media
prohibition from contacting ambassadors or allies
prohibition from approaching embassies
Initial reports suggest that the operation may be linked to Bolsonaro being mentioned by U.S. President Donald Trump when announcing a 50% tariff hike on Brazilian imports — a measure enacted 2 days before Moraes launched this new action.

It is interesting to note that all this movement toward precautionary measures against Jair Bolsonaro took place shortly after he recorded a video responding to the letter sent by U.S. President Donald Trump, in which he denied all the crimes imposed on him by the Office of the Prosecutor General (PGR) and the Federal Supreme Court (STF):
"I was very pleased to receive your personal letter addressed to me. In it, I saw your concern with freedom of expression and also regarding my trial. I am being judged for an alleged coup d’état that supposedly happened on a Sunday, without troops, while I was in the United States. It is something completely unbelievable—a non-existent crime. The truth is, they want to remove me from the political process, to remove the greatest right-wing leader in Latin America. I believe that elections without opposition—that is a real coup.
“I reiterate what you said in the letter: It is my sincere hope that the Brazilian government changes course, stops attacking political opponents, and ends this ridiculous censorship regime."

The United States ambassador to NATO, Matthew Whitaker, stated that Brazil, China, and India bear “a great deal of responsibility” for the deaths of civilians in Ukraine because they purchase oil and gas from Russia; he also discussed possible sanctions on these countries.
“Every night we see record attacks in Ukraine against cities and civilians. (...) But remember, all of this is possible thanks to China, India, and Brazil, which buy Russian oil and gas. So I would say that much of the responsibility for the civilian deaths, in particular, lies with those countries that buy Russian oil and gas — and they could put an end to it. They could create the conditions to bring Russia to the table to end this war,” he declared.

Strategist Alex Bruesewitz, advisor to U.S. President Donald Trump, stated that the measures taken by Brazil’s Supreme Federal Court (STF) against former President Jair Bolsonaro are “malicious and wrong.”
"What Alexandre de Moraes and the Brazilian Supreme Court are doing to President Bolsonaro is evil and wrong. This level of weaponization of government against a political opponent is just as bad as what they tried to do to President Trump!"
18 July 2025
One of the sanctions proposed by a political strategist close to Donald Trump against Brazil would be to classify the country as …
an active haven for fraudulent goods shipped from other countries (such as China and Venezuela);
a protector of individuals convicted of corruption under state protection (e.g., Nadine Heredia, former First Lady of Peru);
a maintainer of political prisoners based on illegal grounds and exaggerated interpretations against former President Jair Bolsonaro (specifically citing the misinterpretation of Article 359-I of the Brazilian Penal Code to justify his detention).
The idea would be to use these points to justify sanctions against all Brazilian federal authorities and public servants in the U.S., directly impacting judges, prosecutors, and law enforcement officers who own homes or have residences in any American state.

Federal deputy Filipe Barros (PL-PR) stated that he is appealing to international organizations, citing what he describes as “judicial persecution” against former president Jair Bolsonaro (PL).
He specifically mentioned the UN High Commissioner for Human Rights, as well as the Secretary-General of the Organization of American States (OAS).
In addition, he included the Inter-American Commission on Human Rights, requesting urgent action for the “preservation of Brazilian democracy.”
“Due to the judicial persecution that President Bolsonaro is facing in Brazil, I, as chairman of the Foreign Affairs and National Defense Committee in the Chamber of Deputies, am at this very moment appealing to international organizations to take urgent measures for the preservation of Brazilian democracy,” said the lawmaker.
A close ally of Bolsonaro, Barros has made frequent criticisms of the judiciary and claims that the actions against the former president are politically motivated and deadly in nature.
In his view, there is an attempt to prevent Bolsonaro from running in the 2026 elections, as well as to kill him in the event of imprisonment.
19 July 2025

Andre Marsiglia, professor of Constitutional Law, researcher and expert in Freedom of Expression, and columnist for Poder360, stated that the precautionary measures imposed by Alexandre de Moraes (STF) on former president Jair Bolsonaro are illegal:
"The Federal Police operation against Bolsonaro, ordered by Moraes, is completely illegal.
The justification would be obstruction of the legal process. Bolsonaro has not disobeyed any orders, and his case is nearing a verdict—there is nothing left to obstruct. Reporting a court’s illegalities to other countries is a right, not an attack on sovereignty. Illegal.
This is clearly a case of a so-called 'fishing expedition,' with no objective basis—an attempt to find something incriminating against him or his family. Illegal.
The timing of the operation, coming right after Trump's letter, is obviously political. It shows that Moraes is retaliating against Bolsonaro and sending a message to Trump that there will be no retreat.
All the precautionary measures are unconstitutional. Preventing a father from communicating with his son is not only illegal but inhumane.
Banning him from using social media is censorship—even prisoners can speak out. Prohibiting him from speaking or leaving his home is a clear attempt to restrict his influence in next year’s elections. That would normally come after a conviction, but it has been brought forward."

Andre Marsiglia on 𝕏:
Moraes, in his ruling, speaks of “internal and external enemies.” He doesn’t refer to the defendant or to laws. Moraes steps out of the judge’s seat and speaks on behalf of the government. It is a serious declaration of war.

Our sertão, with its unique cacti and its stunning desert landscape.
“Our cerrado boasts fantastic features, and here in my state of Amapá, we are in the heart of the Amazon, home to the largest freshwater reserve on the planet. I’m sure you won’t be concerned about not being able to see Mickey Mouse, Donald Duck, and Goofy. Besides, if needed, there are still another 192 countries in the world entirely at your disposal.

The government of President Luiz Inácio Lula da Silva (PT) is considering limiting the remittance of dividends by American companies operating in Brazil as a form of retaliation.
Lula’s interlocutors stated, under condition of anonymity, that there would be a gradation in terms of how much of the dividends would have to remain in Brazil. It would be a measure similar to the progressive model that the government is trying to implement in the tax sphere.
However, the “scale” has not yet been defined. It remains undecided whether the criterion would be based on the company’s profit in Brazil or solely on the amount allocated to dividends.

The Minister of Institutional Relations in President Luiz Inácio Lula da Silva’s (PT) government, Gleisi Hoffmann, described the United States' decision to revoke entry visas for eight Supreme Federal Court (STF) justices as “an affront to the Brazilian Judiciary and to national sovereignty.”
She also stated that former President Jair Bolsonaro is engaging in a conspiracy
“The revocation of U.S. entry visas for STF justices Alexandre de Moraes, Luís Roberto Barroso, Dias Toffoli, Cristiano Zanin, Flávio Dino, Cármen Lúcia, Edson Fachin, and Gilmar Mendes is an affront to the Brazilian Judiciary and to national sovereignty.
This aggressive and petty retaliation against a Court ruling exposes the degrading level of the conspiracy led by Jair Bolsonaro and his son Eduardo Bolsonaro against our country.
“They feel no shame for the international embarrassment they’ve caused in their desperate attempt to evade justice and punishment for the crimes they committed.
Contrary to what they planned, the Supreme Court of Brazil rises in this moment, upholding due legal process, defending the Constitution and the law, never having bowed to sanctions or threats from anyone.
Brazil stands with Justice, not with traitors.
Brazil belongs to the Brazilian people!”

Members and ministers of President Luiz Inácio Lula da Silva’s (PT) government called for urgent action and statements from leaders of the National Congress - such as the President of the Chamber of Deputies, Hugo Motta, and the President of the Federal Senate, Davi Alcolumbre - regarding the sanctions imposed by Donald Trump on Supreme Federal Court (STF) justices and other allies.
However, earlier, in response to requests and pressure from opposition lawmakers to support former President Jair Bolsonaro, the presidents of the Chamber of Deputies and the Federal Senate decided to uphold the previously agreed parliamentary recess until the end of July, making it unfeasible for either house to mobilize in support of the government on this matter.
Due to internal conflicts and friction with the opposition, the ruling party is now set to face the consequences.

The President of Brazil, Luiz Inácio Lula da Silva (PT), expressed his support for the justices of the Supreme Federal Court (STF) after the Donald Trump administration revoked their U.S. entry visas, stating that nothing will change the course of investigations in Brazil …
"My solidarity and support go to the justices of the Supreme Federal Court affected by yet another arbitrary and completely unfounded measure by the United States government.
“The interference of one country in another’s justice system is unacceptable and violates the basic principles of respect and sovereignty among nations.
“I am certain that no form of intimidation or threat - whoever it may come from - will compromise the most important mission of our national powers and institutions, which is to act permanently in the defense and preservation of the Democratic Rule of Law."

Brian Winter, American political analyst and journalist on 𝕏 …
“A complicating factor in the US-Brazil confrontation is the unique power of Brazil’s Supreme Court. There is arguably nothing else quite like it in the world. It can open investigations, acts as court to judge politicians, and single judges have immense powers.
“The court is not above politics, but it does operate independently — almost a fortress unto itself. So it will not respond to outside pressure, from either executive or a foreign power, in the same way the judiciary does in other countries.
“Makes this even more unpredictable. I still don’t see a path to de-escalation in the short term.”

Amid Donald Trump's tariff surge, Brazil's exports to China see the biggest drop in 10 years
With China's accelerated efforts to diversify trade partners following Donald Trump's tariff hike, the country reduced purchases from Brazil in the first half of the year
This strategy, combined with lower commodity prices, led to Brazilian exports to China recording the biggest drop in a decade for the period, totaling US$47.7 billion - a 7.5% decline compared to the first 6 months of last year.
On the other hand, imports rose by 22% and reached a record high, driven by sales of hybrid cars and oil platforms.

U.S. Congresswoman Maria Elvira Salazar publicly praised the Donald Trump administration's decision to revoke the visa of Supreme Federal Court (STF) Justice Alexandre de Moraes.
"Great job, Secretary Rubio. Under President Trump’s leadership, the United States is standing up to dictators and defending freedom in our hemisphere.
“I’ve been calling for action since day one, and today, the U.S. sends another clear message: no tyrant judge who silences political opponents and censors Americans is welcome here.
“Visas revoked. Message sent.
“But this is just the beginning. If Moraes doesn’t end the political persecution of Jair Bolsonaro, we have more tools under the Global Magnitsky Act, and we’re ready to use them."
A close ally of President Donald Trump, Maria Salazar emphasized that the visa revocation is just the beginning of a broader offensive.
"Since day one, I’ve been calling out Alexandre de Moraes. I raised my voice in Congress to expose his abuse of power.
“Censorship, arrests, and political persecution have no place in a democracy.
“The visa revocation is a start, now we need full accountability."

Matteo Salvini, Deputy Prime Minister of Italy, cites Bolsonaro to exemplify the persecution the right faces around the world …
"Bolsonaro under house arrest, Le Pen convicted, elections in Romania rigged, Orbán blackmailed, and the leading German party practically outlawed.
“It seems to me there's a clear orchestration in Soros style.
“I wouldn’t be surprised if behind the judicial assault targeting all forces unwelcome to international big finance there is a scheme.
“In any case, we’re not afraid."

Licensed federal deputy Eduardo Bolsonaro (PL-SP) stated that he will not resign from his mandate.
The statement was made in a video published on his YouTube channel …
The congressman's activities in the United States were cited by Supreme Federal Court (STF) Justice Alexandre de Moraes as one of the justifications for imposing sanctions on former president Jair Bolsonaro - including the order to wear an electronic ankle monitor.
“I’m not going to resign in any way. If I want to, I can keep my mandate for at least the next 3 months,” said the deputy, whose 120-day leave granted by the Chamber of Deputies has ended.
Eduardo Bolsonaro is not at immediate risk of losing his seat.
For that to happen, he would need to accumulate more than one-third of unexcused absences from House sessions.
According to Senator Flávio Bolsonaro (PL-RJ), the deputy still has room for 40 more unexcused absences - currently, the licensed congressman has 4 of this kind registered in the Federal Legislature.

After Supreme Federal Court (STF) Justice Alexandre de Moraes updated the inquiry investigating Eduardo Bolsonaro (PL-SP) with new posts and interviews related to the Federal Police (PF) operation against former president Jair Bolsonaro, the licensed federal deputy took to social media to push back against the magistrate …
"Maybe you haven’t noticed, but Moraes saw in 3 of my recent posts ‘attacks on democracy.’
“He inserted them into the investigation against me — a federal deputy protected by parliamentary immunity — an inquiry he himself opened, recalling that he once said: ‘we have to get Eduardo Bolsonaro.’ In other words, he is judge, accuser, and investigator all in one.
“Detail: all the facts relate to the U.S. government, but he doesn’t have the guts to include Donald Trump in these investigations, since anyone can conclude that Moraes is weak and cowardly.
“It’s against this roadside tyrant that I’m fighting.
“NO AMNESTY?
NO BACKING DOWN!"

The Federal Police (PF) has completed the forensic analysis of the flash drive seized from one of the bathrooms in former president Jair Bolsonaro’s residence in Brasília.
According to investigators, the contents of the device do not add any relevant elements to the ongoing inquiry.
Initially, the flash drive was considered a potentially important piece of evidence in the investigation into alleged crimes against the Democratic Rule of Law.
With the forensic analysis concluded, its significance in the case has diminished.
The PF has already dismissed the flash drive as useful evidence but is still analyzing Bolsonaro’s cellphone.
Investigators say that extracting data stored in the cloud requires more time and is still underway.
The purpose of the analysis is to identify communications and digital files that may be directly linked to the inquiry led by the Supreme Federal Court (STF).
