One of the problems is the geography in Texas - anywhere from 10 to 20 feet (2.5-5 meters) beneath the surface, there is shale stone. It is extremely hard and is nearly everywhere in TX. The rains come, sink to the shale, then form a pond. And quite literally, you end up with a mobile and volatile pond that moves very quickly. Add to that the rains in TX are strong - cannot even see across the street at times. Everything is big in TX, including the rain.
