Brazil Court Gives Telegram Sunday Deadline to Comply With Order
SAO PAULO—Messaging app Telegram must fully comply by Sunday with Brazil Supreme Court orders to block accounts that allegedly spread misinformation if it is to continue operating in the country, Justice Alexandre de Moraes ruled.
Telegram could not be reached for comment.
Telegram had partially complied by freezing accounts belonging to Allan dos Santos, an activist linked to Brazilian President Jair Bolsonaro. On Saturday the judge gave Telegram 24 hours to fully comply, a day after suspending it for non-compliance with decisions to block accounts linked to dos Santos for producing and spreading misinformation.
Telegram founder Pavel Durov apologized to the Supreme Court on Friday for the company’s “negligence,” blaming miscommunication and asking the court to delay its ruling as it sought to improve compliance.
Bolsonaro and his supporters have increasingly relied upon Telegram for mass communication as larger tech companies like Meta, which owns messaging app WhatsApp; Alphabet Inc.’s Google; and Twitter Inc. have adhered to Supreme Court orders to drop accounts that have allegedly spread disinformation.
Now, Here’s the REAL Problem
Telegram is NOT the one that needs improving - seems the business practices within the Brazilian Federal Police and their Supreme Court need a DEFINITE assessment, audit, and revision.
Here is Durov’s public statement released Friday night, which we received just after 6 pm E.T. …
It seems that we had an issue with emails going between our telegram.org corporate addresses and the Brazilian Supreme Court. As a result of this miscommunication, the Court ruled to ban Telegram for being unresponsive.
On behalf of our team, I apologize to the Brazilian Supreme Court for our negligence. We definitely could have done a better job.
We complied with an earlier court decision in late February and responded with a suggestion to send future takedown requests to a dedicated email address. Unfortunately, our response must have been lost, because the Court used the old general-purpose email address in further attempts to reach us. As a result, we missed its decision in early March that contained a follow-up takedown request. Luckily, we have now found and processed it, delivering another report to the Court today.
Because tens of millions of Brazilians rely on Telegram to communicate with family, friends and colleagues, I ask the Court to consider delaying its ruling for a few days at its discretion to allow us to remedy the situation by appointing a representative in Brazil and setting up a framework to react to future pressing issues like this in an expedited manner.
The last 3 weeks have been unprecedented for the world and for Telegram. Our content moderation team was flooded with requests from multiple parties. However, I am certain that once a reliable channel of communication is established, we'll be able to efficiently process takedown requests for public channels that are illegal in Brazil.

We applaud Durov for his humility - however, he’s NOT the one at fault here and any person with a reasonable level of discernment already knows this.
The Brazilian government was given a dedicated email address so their correspondence would receive prompt attention...
And yet, the Brazilian government never acted upon that courtesy.
If a clerical error is the case here, then the Brazilian Federal Police failed to perform due diligence BEFORE contacting the Brazil Supreme Court Justice Moraes.
It was also an error to perform due diligence on Moraes's behalf as he appears to have avoided questioning the Federal Police on verifying that communications had not broken down - which, before March, had been timely and professional.
Seems the Brazilian Supreme Court and Federal Police are accusing Telegram of doing what they are doing and blaming Telegram for the Brazilian government's ineptness…
Must. Be. Nice.
This action should be kept on record as Moraes is a staunch Lula advocate as well as a thorn in the side of Brazilian conservative politics - that is already on the record by his actions during the past few years…
Politics is NOT supposed to play a part in applying the law - seems the just of Moraes is blind, but only to the Left and not to anyone Conservative…
