BRAZIL UPDATE - Part 2
21 July 2025 (con’td)
The president of Brazil, Luiz Inácio Lula da Silva (PT), advocates for the regulation of digital platforms and says that periodic elections do not guarantee democracy
Amid growing diplomatic tensions between Brazil and the United States, Lula is attending a meeting with progressive-leaning Ibero-American heads of state.
MAP
Guyana, Suriname, and French Guyana are not part of Iber-América
IberoAmérica is Spanish for Latin America
Since the Spanish and Portuguese elements loom so large in the region’s history, it is sometimes proposed that Iberoamerica would be a better term than Latin America; Latin seems to suggest an equal importance of the French and Italian contributions, which is far from being the case.

The focus of the gathering is to discuss the rise of movements labeled as extremist on digital networks and to seek joint strategies in response to the influence of international actors on domestic policies.
In addition to Lula, the presidents of
Chile, Gabriel Boric
Colombia, Gustavo Petro
Uruguay, Yamandú Orsi
Spain, Prime Minister Pedro Sánchez
Lula further stated that there is "a new anti-democratic offensive" underway and emphasized that the leaders gathered in Santiago, Chile, acknowledged the urgency of “regulating digital platforms.”

Former Brazilian president Jair Bolsonaro shows an electronic ankle monitor and says an innocent person is being persecuted:
“I didn’t steal from public coffers, I didn’t embezzle public funds, I didn’t kill or traffic anyone. This here is a symbol of our country’s ultimate humiliation. I am an innocent person! What they’re doing to this president of the republic is cowardly! What matters to me is God’s law.”

Hungarian Prime Minister Viktor Orbán sends a message of support to former president Jair Bolsonaro: “Keep on fighting!”
Keep on fighting, Jair Bolsonaro! Gag orders, social media bans, and politically motivated trials are tools of fear, not justice. You can put an ankle monitor on a man, but not on a nation’s will!
21 July 2025
Minister Alexandre de Moraes (STF) has frozen the bank accounts of federal deputy Eduardo Bolsonaro (PL-SP).
The information was revealed by the congressman himself, who attempted 2 PIX transactions but was unable to complete them (PIX is an instant payment platform created and managed by the monetary authority of Brazil, the Central Bank of Brazil).
Despite the new court order, Eduardo Bolsonaro says he will not back down from his efforts to push the Trump administration to impose further sanctions on Supreme Federal Court justices, including Moraes.
“This freeze was expected. It’s a natural step in a dictatorship. Financial suffocation as a form of blackmail. I’m prepared to move forward even under difficult conditions!”
21 July 2025

Eduardo Bolsonaro (PL-SP) on 𝕏:
"The authoritarian escalation promoted by Alexandre de Moraes has just reached another level. This time, the absurd decision to forbid my father from giving interviews (something not even drug lords or corrupt figures currently running the country have faced) affects not only its target but also the press—now prevented from doing its job—and the entire population, deprived of its right to information.
“Once again, history shows that abuses never stop with their original targets.
“And the press? Will it accept being strangled just to avoid admitting we've been right for years? Will it rather die out of pride? Will it at least defend its own freedom?
“For years, Alexandre de Moraes has followed this path with the full endorsement of the Supreme Court, which has always supported him and allowed him to concentrate more and more power. Moraes has become judge, legislator, and censor—all at once. He nullified the role of the National Congress, exactly as the democratic supreme court of Venezuela once did. This was the true abolition of the democratic rule of law.
“Meanwhile, the people have once again become a mere footnote in national matters and now suffer from outrageous taxes, lack of opportunities, and extreme insecurity.
“Anyone who dares to question is persecuted. We live in a dead end, created by those who were supposed to protect the Constitution.
“It is now abundantly clear that Brazil’s survival fundamentally depends on the immediate end of this cruel, obsessive, and authoritarian project that has taken hold of the country. Either we react now, or it will be too late."

Eight days before Donald Trump’s tariff hike, the Brazilian government, under orders from President Luiz Inácio Lula da Silva (PT), took the 1st step toward developing a national satellite navigation system — a kind of “generic GPS” with its own technology
The group was established by a resolution of the Institutional Security Office (GSI) approved on July 1 and has 180 days, extendable for an equal period, to deliver its conclusions.
The resolution sets the following goals…
Conduct studies and propose actions necessary to outline a technological development strategy aimed at implementing a Brazilian position, navigation, and timing (PNT) system
Identify vulnerabilities stemming from reliance on foreign systems
Conduct studies on potential routes and technological challenges, as well as existing and required laboratory and industrial capabilities for a national system
Conduct studies on possible funding options for acquiring a Brazilian system
Meetings will take place at the Palácio do Planalto and include representatives from 4 ministries - Science and Technology (responsible for coordinating the efforts), Defense, Communications, and Development, Industry, Trade, and Services - along with the GSI.
Privately, a close aide to President Luiz Inácio Lula da Silva (PT) said they do not believe the United States would go so far as to block GPS access for Brazil.

Bolsonaro says he will give an interview to Metrópoles…
Then backs out, afraid of being arrested
Metrópoles consults Supreme Court justices to confirm if that’s really the case

Moraes gives Bolsonaro 24 hours to explain himself and threatens to arrest the former president.

Supreme Federal Court Justice Luiz Fux has just voted AGAINST the precautionary measures imposed on former president Jair Bolsonaro.
Final score: 4x1
21 July 2025

In his vote, Justice Fux (STF) states that the Prosecutor General (PGR) did not present new evidence to support the claim that there is a risk of Bolsonaro fleeing and emphasizes that the former president has had his passport withheld.
“The scope of the imposed measures disproportionately restricts fundamental rights, such as the freedom of movement and the freedom of expression and communication, without a contemporary, concrete, and individualized demonstration of the requirements that would legally authorize the imposition of these precautionary measures."
21 July 2025

In defense of former President Jair Bolsonaro, Supreme Court Justice Luiz Fux highlights…
"It should be noted that part of the precautionary measures imposed — consisting of the prior and abstract prohibition on the use of the means of communication indicated in the decision (all social media) — clashes with the constitutional clause protecting freedom of expression.
“The freedom of expression, which represents one of the foundations supporting the very notion of the Democratic Rule of Law, cannot be restricted, even in judicial proceedings, by the practice of state censorship, which is always illegitimate!"
NOTE: This does not change the current score (4–1) in favor of maintaining the precautionary measures against Jair Bolsonaro, but it shows that Fux is afraid of being sanctioned by the U.S.

In an interview with the American network Fox News, Republican Senator Lindsey Graham, chairman of the U.S. Senate Budget Committee, warned that Brazil could face a 100% tariff due to its imports of oil from Russia.
According to him, the measure would be part of President Donald Trump's plan to economically pressure countries that, by purchasing Russian fuel, financially support the war in Ukraine.
“Trump is going to impose tariffs on people who buy Russian oil,” said the senator, noting that China, India, and Brazil account for approximately 80% of Russia’s discounted oil sales: “That’s what keeps Putin’s war machine running,” he assessed.
Throughout the interview, Graham made it clear that Trump is expected to adopt an even tougher stance against governments that, according to him, indirectly finance Russian aggression.
“President Trump is going to put a 100% tariff on all those countries, punishing them for helping Putin,” he declared.
For the senator, this sanction would force a choice…
“China, India, and Brazil are about to face a choice between the American economy or helping Putin,” he said. “And I think they will choose the American economy.”

The Brazilian National Congress closed: Committee deliberations in the Chamber of Deputies will not be allowed until August 1, according to a ruling by House Speaker Hugo Motta (Republicanos–PB).
The decision comes in response to calls by Liberal Party (PL) lawmakers for sessions to debate political motions in support of former President Jair Bolsonaro (PL), even during the July parliamentary recess.
Meetings of the Public Security and Foreign Affairs committees - both chaired by PL members - had been scheduled to vote on motions of support and condemnation related to actions by the Supreme Court.
The Speaker had already stated that lawmakers’ recess would be maintained, despite opposition requests to suspend the break and resume activities.
21 July 2025
Representative Sóstenes Cavalcante (RJ), leader of the Liberal Party (PL) - the opposition party in the Chamber - criticized the ban on committee meetings during the parliamentary recess.
"Stop calling us radicals. Stop calling us extremists. The extremists are the left, who walk hand in hand with dictatorial governments! [...] Today is another historic day in the Chamber of Deputies," said Sóstenes during a press conference with opposition lawmakers in Brasília. "We are here canceling a meeting with quorum due to an illegal, non-regimental decision by Speaker Hugo Motta."

With the 50% tariff on Brazilian seafood set to take effect on August 1, companies in Rio Grande do Norte are considering keeping their boats docked.
Produmar, one of the largest exporters, says sales to the United States will become unfeasible.
The sector has no alternative markets and is already suffering from declining demand. If the measure remains in place, 35 vessels could cease operations and around 1,500 workers would be affected.

Former Supreme Federal Court (STF) justice Marco Aurélio Mello criticizes the very Court he once served on and says it is not within its jurisdiction to judge Jair Bolsonaro and those arrested on January 8:
"Anything that starts off wrong cannot end well (...) the Supreme Court is not competent to judge a former president of the Republic."
23 July 2025

Former president Jair Bolsonaro’s (PL) defense responded to the inquiries from Supreme Federal Court (STF) Justice Alexandre de Moraes regarding the alleged violation of precautionary measures.
His lawyers "vehemently" denied any breach of the restrictions and requested that Moraes clarify the "exact terms of the prohibition on the use of social media" to avoid "any misunderstanding."
Justice Moraes imposed several restrictions on the former president, including the use of an ankle monitor and a ban on using social media.
He later expanded the order to include transmissions, retransmissions, and the publication of audio, video, or transcripts of interviews on any third-party platforms.
In practice, the order prohibits the former president from granting interviews, which has sparked various debates about censorship against individuals and the press in general.
"The Appellant (Bolsonaro) did not post, did not access his social media accounts, nor did he ask others to do so on his behalf.
“However, it must be stressed that he never considered himself prohibited from granting interviews, which can be shared on social media and, as far as is known, the Honorable First Panel does not appear to have endorsed such a prohibition.
“After all, if the prohibition involves the transmission or transcription of interviews, the Appellant is, in practice, banned from granting them—since no one has control over how they are disseminated, except, initially and solely, the journalist themselves."

The Federal Supreme Court (STF) has frozen the bank accounts of the wife of licensed federal deputy Eduardo Bolsonaro (PL-SP), according to the congressman's own account.
Heloísa Bolsonaro was informed of the blocking order when she attempted to carry out banking transactions.
Federal Deputy Eduardo Bolsonaro (PL-SP) reacted to the blocking of his wife’s bank accounts, ordered by Minister Alexandre de Moraes (STF), and stated that he and the U.S. government already expected such a move:
“My wife, Heloísa, who is not a politician nor involved in this field, had her bank accounts blocked without any legal justification.
“This is probably another arbitrary act ordered by Alexandre de Moraes — I say probably because I was never even notified about the investigations he recently opened against me, but yesterday they also resulted in the blocking of my accounts.
“Moraes’s desperation reminds me of the decline of historical tyrants, who prefer national chaos and death rather than losing power. There are still paths for him outside the robe, but I do not believe we are dealing with someone willing to voluntarily step back. As for me, I have prepared for this moment. No intimidation, not even targeting my wife or my family, will make me yield.
“Even criminals respect certain limits. Moraes does not. By breaking even the moral code of the underworld — neither criminals persecute police families nor vice versa — he exposes his imbalance and unpreparedness. But don’t be mistaken: all this will be used against him. It’s all calculated in our project to free Brazil, so I can be categorical, from our side:
“THERE WILL BE NO RETREAT,
WE WILL WIN.”

Minister Alexandre de Moraes, of the Federal Supreme Court (STF), has decided to maintain the precautionary measures against former president Jair Bolsonaro (PL) for allegedly violating one of them - making statements disseminated through 3rd-party social media accounts
“Since this is an isolated irregularity, with no reports of other violations so far, as well as due to the Defense’s claim that Jair Messias Bolsonaro had ‘no intention of doing so, and has been strictly observing the imposed restrictions,’ I will not convert the precautionary measures into preventive detention. However, I warn the defendant that, if there is another violation, the conversion will be immediate.”
The decision states that Bolsonaro is not prohibited from giving interviews.
However, it considers a post by Eduardo Bolsonaro featuring his father's statements to journalists in the Chamber of Deputies as a violation of the precautionary order.
In the decision requesting clarification from the former president’s lawyers, Moraes included not only Eduardo’s post but also a post by Estadão and a video by Metrópoles, thereby infringing on press freedom.

24 July 2025
On the eve of the start of the United States’ tariff hike, President Luiz Inácio Lula da Silva (PT) said he’s going to double down against American President Donald Trump
In a speech in Minas Gerais, Lula said that if Trump is “trucando” (a reference to a bluffing move in the Brazilian card game Truco), he’s going to call a “six.”
The leftist invoked the traditional Brazilian game, where one player challenges another based on the strength of their hand.
The president also stated that “no one is going to lay a hand on Brazil.”
Citing the August 1st deadline for the tariff hike, Lula said Brazil wants to discuss the measure and has the best “negotiators in the world.”
He claimed, however, that Trump does not want dialogue.
“We want to negotiate; we have the best negotiators in the world. If they want to sit at the table and negotiate, we’re ready. After all, my whole life was about negotiating - I’d go on strike and then negotiate. Trade relations are no different. If the United States wants to negotiate, little Lula is ready. But disrespect? Only from Dona Lindu [Lula’s mother] - and even then, she didn’t disrespect me, because I was the baby and she spoiled me a lot.”

Darren Beattie, U.S. Deputy Assistant Secretary of State for Public Diplomacy and Public Affairs, comments once again on the ongoing political persecution in Brazil: “We are aware and are taking action.”
Justice Moraes is the beating heart of the persecution and censorship complex against Jair Bolsonaro, which has, in turn, curtailed freedom of speech in America.
Thanks to the leadership of President Trump and Secretary Rubio, we are taking notice and we are taking action.

NEW STEEL CRISIS IN BRAZIL: U.S. importers are already suspending shipments of pig iron, a raw material for steel, from Brazil.
The 50% tariff on Brazilian exports to the U.S., if confirmed starting August 1st, will have a major impact on the economy of the city of Sete Lagoas, in the state of Minas Gerais (MG).
“There’s no way to redirect these sales to other markets in such a short time; we are the largest supplier to the American market. There are pig iron plants in the country that depend on the U.S. for 90% of their sales. We are in talks with U.S. clients, who rely on our product, in an attempt to reverse the tariff on pig iron,” says Fausto Varela Cançado, president of the Metal Industry Union (Sindifer).
The leader admits that some pig iron plants may shut down furnaces starting in August if the tariff is not postponed or suspended, and may grant collective vacation time.
After Brazil, with a much smaller volume, come Ukraine and India.
Russia, which was the 2nd-largest supplier, has faced U.S. sanctions since 2022 due to the war with Ukraine.

The government of Luiz Inácio Lula da Silva (PT) has withdrawn Brazil from the International Holocaust Remembrance Alliance (IHRA), where it had been serving as an observer member since 2021.
The information was released by Israel’s Ministry of Foreign Affairs.
Brazil’s decision to join the legal offensive against Israel at the ICJ while withdrawing from the IHRA, is a demonstration of a profound moral failure.
At a time when Israel is fighting for its very existence, turning against the Jewish state and abandoning the global consensus against antisemitism is both reckless and shameful.
The decision has not yet been officially announced by the Brazilian government.
However, sources linked to Israeli diplomacy confirmed that the Ministry of Foreign Affairs has already informed the Israeli embassy in Brasília about the process.
Under condition of anonymity, officials familiar with the matter claim that Itamaraty did not provide reasons for the withdrawal.

Federal congressman Eduardo Bolsonaro (PL-SP) commented that Brazil is “closer than ever” to seeing the application of the Magnitsky Act [ archive ] against Supreme Federal Court (STF) Justice Alexandre de Moraes
Eduardo’s efforts, alongside journalist Paulo Figueiredo and with support from others, aim to present evidence of abuses of authority by the STF in various episodes.
The arrest of Filipe Martins “is one of the cataloged cases and one of the fronts Alexandre de Moraes will have to face,” stated the congressman.

Donald Trump prohibits the White House from engaging in dialogue with members of the Brazilian government and envoys of President Luiz Inácio Lula da Silva (PT), and also does not allow tariff negotiations
The president of Brazil’s Federal Court of Accounts (TCU), Vital do Rêgo, told friends that he had several conversations in the United States, where he is on a UN mission, and heard that Trump is indeed not allowing the reopening of negotiations with Brazil.
According to what Vital do Rêgo shared with close contacts, there is an atmosphere of fear and apprehension in the United States.
Everything appears to be centralized around Trump, and no one dares to challenge him.
Next week, just before the tariff deadline, Brazilian senators will be received at the Brazilian embassy in the U.S. and will meet with business leaders from the American Chamber of Commerce for Brazil (Amcham).
26 July 2025
Supreme Federal Court (STF) Justice Alexandre de Moraes is the target of a complaint at the Organization of American States (OAS) for human rights violations.
The author of the petition submitted to the Inter-American Commission on Human Rights (IACHR) requested confidentiality, citing fear of retaliation, and pointed to alleged judicial abuses, censorship, and unlawful arrests.

The Donald Trump administration will impose sanctions on officials from the Palácio do Planalto (close to President Luiz Inácio Lula da Silva) and apply the Magnitsky Act against justices of the Supreme Federal Court (STF), according to an exclusive report by CNN Brazil.
26 July 2025
According to exiled journalist Allan dos Santos (a personal adversary of Alexandre de Moraes), two Supreme Federal Court (STF) justices left Brazil to negotiate ways to circumvent sanctions against themselves and their families.
These are:
Luis Roberto Barroso, who traveled to the Brazilian consulate in Rome with the intention of being appointed as Brazil’s ambassador there, in order to obtain diplomatic immunity
Alexandre de Moraes, who allegedly traveled with banker Daniel Dantas (known for his behind-the-scenes involvement during the Luiz Inácio Lula da Silva and Fernando Henrique Cardoso administrations) to open an account at a bank in Dubai that ensures complete transaction secrecy.
27 July 2025
Donald Trump will apply the Magnitsky Act against Supreme Federal Court (STF) justices and impose secondary sanctions on banks that fail to comply with the blocking order, considered a "financial death" in global payment systems.
“Magnitsky includes secondary sanctions against companies and organizations that continue doing business with them.
“Banks would be penalized if they maintain accounts.”

Brazilian senators arrive in Washington to “negotiate” with lawmakers and business leaders about the tariff hike, focusing mainly on members of the Democratic Party.
There are only 6 days left before the 50% tariffs on Brazilian products take effect.
Recently, Democratic senators sent a letter to Donald Trump expressing concern over his “interference in the legal system of another sovereign nation, creating a dangerous precedent, provoking an unnecessary trade war, and putting American citizens and businesses at risk of retaliation.”
Read the full letter:
"Dear President Trump,
“We write to express significant concerns about the clear abuse of power inherent in your recent threat to launch a trade war with Brazil. The United States and Brazil have legitimate trade issues that should be discussed and negotiated. However, your administration’s tariff threat is clearly not about that. Nor is it about a bilateral trade deficit, as the U.S. had a $7.4 billion trade surplus with Brazil in 2024 and has not had a trade deficit with Brazil since 2007.
“As you explicitly state in your letter to Brazilian President Lula da Silva, the threat to impose 50% tariffs on all Brazilian imports and the U.S. Trade Representative’s order to initiate a Section 301 investigation under the Trade Act of 1974 are primarily aimed at forcing Brazil’s independent judiciary to halt proceedings against former Brazilian president Jair Bolsonaro. Interfering in the legal system of another sovereign nation sets a dangerous precedent, provokes an unnecessary trade war, and puts American citizens and businesses at risk of retaliation.
“Mr. Bolsonaro is a Brazilian citizen being prosecuted in Brazilian courts for alleged actions under Brazilian jurisdiction. He is accused of working to undermine the results of a democratic election in Brazil and plotting a coup. Using the full weight of the U.S. economy to interfere in these proceedings on behalf of a personal friend is a grave abuse of power, undermines U.S. influence in Brazil, and could harm our broader interests in the region. Your administration’s announcement on July 18, 2025, of visa sanctions against Brazilian judicial officials involved in Mr. Bolsonaro’s case again demonstrates your willingness to prioritize personal agendas over the interests of the American people.
“Your actions would increase costs for American families and businesses. Americans import over $40 billion annually from Brazil, including nearly $2 billion in coffee. Trade between the U.S. and Brazil supports nearly 130,000 American jobs, which are at risk due to these tariff threats. Brazil has also vowed to retaliate, and you have preemptively pledged to counter-retaliate, meaning American exporters will suffer and import taxes for Americans will rise beyond the threatened 50% level.
“A trade war with Brazil would also push the country closer to the People’s Republic of China (PRC), at a time when the U.S. must aggressively counter Chinese influence in Latin America. Chinese state-owned and affiliated firms are heavily investing in Brazil, including several ongoing port projects, and China State Railway Group recently signed a Memorandum of Understanding (MoU) to study a transcontinental railway project.
“These concerns are not unique to Brazil. Across Latin America, the PRC is working to expand its influence through its Belt and Road Initiative. We are concerned that your actions to undermine an independent judiciary will only heighten skepticism about U.S. influence across the region and lend greater credibility to PRC authorities and state-backed firms in promoting their agenda. The same trend is occurring in East and Southeast Asia.
“The United States’ primary goals in Latin America must be to strengthen mutually beneficial economic ties, promote free and fair democratic elections, and counter the PRC’s influence. We urge you to reconsider your actions and prioritize the economic interests of Americans who seek predictability—not another trade war.
Sincerely"

In an interview with the British newspaper Financial Times, Celso Amorim, chief foreign policy advisor to President Luiz Inácio Lula da Silva, criticized Donald Trump’s interference in the internal affairs of other countries.
“Not even in colonial times did we see anything like this. Not even the Soviet Union would have done such a thing,” he said.
He suggested that the former U.S. president is trying to politically influence Brazil in favor of his ally Bolsonaro.
“Trump has no friends or interests, only whims,” Amorim stated.
According to the diplomat, Trump’s actions will have the opposite effect of what is intended.
“These attacks are strengthening our ties with the BRICS, because we want diversified relations and not to depend on a single country,” Amorim affirmed.
Lula’s advisor also made an appeal for the European Union to swiftly ratify the long-stalled trade agreement with Mercosur.
Amorim told the British newspaper that Lula plans to prioritize South American integration in his final year in office.
“South America is the region that trades the least within itself in the world, and that needs to change,” he emphasized.
According to the diplomat, Canada has shown interest in negotiating a free trade agreement with Brazil.
Our Note: Seems Amorim was in the dark to the moves that several Canadian Provinces are going to make to join the USA (currently Alberta, British Columbia, Manitoba, Quebec, and Saskatchewan)…
